NJ Tuition Eligibility

The Rutgers University policy on residency for tuition purposes is governed by New Jersey Administrative Code and can be found at the Office of the University Registrar's website. Qualified non-residents may be eligible for the in-state tuition rate. 

  • Non-residents may petition to be considered New Jersey residents. Please download and submit the completed form below to the appropriate admissions office:

  • Students who have attended at least three years of high school in a New Jersey high school and graduate(d) from a New Jersey high school may file an affidavit pursuant to S2479 (the New Jersey “Dream Act”). Please download and complete the form below:
